Indian Alcohol and Substance Abuse Grantees

The purpose of the Indian Alcohol and Substance Abuse Program is to reduce crimes associated with the distribution and use of alcohol and controlled substances in tribal communities. The program seeks to mobilize tribal communities to implement or enhance innovative, collaborative efforts that address public safety issues related to alcohol and substance abuse. Under the program, tribes will develop new or enhance existing strategies that prevent, interdict, and treat alcohol and drug use by members of tribal communities.



    GMS On-line Training Tool
    On July 11, 2007, OJP released the Grants Management System (GMS) On-line Training Tool to assist grantees in administering their awards through the GMS. The On-line Training Tool provides step "by" step instructions to complete various functions within GMS, as well as the administrative policies associated with Grant Adjustment Notices, Progress Reporting, and Closeouts.





    All recipients of Office of Justice Programs grants must periodically complete both bi-annual narrative progress reports and quarterly financial status reports (269's). Both reporting forms are available in Adobe Acrobat Reader Format. In order to view the document in it's fill-able form, you MUST have Adobe Acrobat Reader 5.0. Please note that Acrobat Reader 5.0 will only allow you to view, fill in, and print the form, not save it.

    Federal

    Bureau of Alcohol, Tobacco, Firearms and Explosives - The Bureau of Alcohol, Tobacco, Firearms and Explosives must protect the public against crime, violence, and other threats to public safety. Our vision will help us chart the course to improve the way we serve and protect the public, provide leadership and expertise, and achieve new levels of effectiveness and teamwork.


    Bureau of Justice Assistance - To provide leadership and services in grant administration and criminal justice policy development to support local, state, and tribal justice strategies to achieve safer communities. BJA's overall goals are to (1) reduce and prevent crime, violence, and drug abuse and (2) improve the functioning of the criminal justice system. To achieve these goals, BJA programs emphasize enhanced coordination and cooperation of federal, state, and local efforts.

    Drug Enforcement Administration (DEA) - The mission of the Drug Enforcement Administration (DEA) is to enforce the controlled substances laws and regulations of the United States and bring to the criminal and civil justice system of the United States, or any other competent jurisdiction, those organizations and principal members of organizations, involved in the growing, manufacture, or distribution of controlled substances appearing in or destined for illicit traffic in the United States; and to recommend and support non-enforcement programs aimed at reducing the availability of illicit controlled substances on the domestic and international markets.

    Office of Justice Programs – Substance Abuse & Crime -

    Office of Juvenile Justice and Delinquency Prevention (OJJDP) - The Office of Juvenile Justice and Delinquency Prevention (OJJDP) provides national leadership, coordination, and resources to prevent and respond to juvenile delinquency and victimization. OJJDP supports states and communities in their efforts to develop and implement effective and coordinated prevention and intervention programs and to improve the juvenile justice system so that it protects public safety, holds offenders accountable, and provides treatment and rehabilitative services tailored to the needs of juveniles and their families.

    Office of National Drug Control Policy - The principal purpose of ONDCP is to establish policies, priorities, and objectives for the Nation's drug control program. The goals of the program are to reduce illicit drug use, manufacturing, and trafficking, drug-related crime and violence, and drug-related health consequences. To achieve these goals, the Director of ONDCP is charged with producing the National Drug Control Strategy. The Strategy directs the Nation's anti-drug efforts and establishes a program, a budget, and guidelines for cooperation among Federal, State, and local entities.

    Substance Abuse and Mental Health Service Administration (SAMHSA) - SAMHSA's mission is to build resilience and facilitate recovery for people with or at risk for substance abuse and mental illness.

    U.S. Department of Education's Center for Alcohol and Other Drug Abuse and Violence Prevention - The Higher Education Center's purpose is to help college and community leaders develop, implement, and evaluate programs and policies to reduce student problems related to alcohol and other drug use and interpersonal violence. The Center favors a comprehensive approach to prevention. Central to this approach is a mix of environmental management strategies to address the institutional, community, and public policy factors that contribute to these problems. The Center supports the development of a prevention infrastructure, primarily by facilitating the work of statewide prevention initiatives and campus-community coalitions. The Center provides trainings, technical assistance, and publications to support these efforts. The Center also promotes innovative program development to improve student education, campus-based media campaigns (including social norms campaigns), early intervention, treatment, and recovery strategies, and enforcement.

    U.S. Department of Health and Human Services and SAMHSA's National Clearinghouse for Alcohol and Drug Information - SAMHSA's NCADI Library, as part of one of the largest repositories of alcohol and drug use information in the world, offers Internet access to current literature, research reports, and educational resources.

    U.S. Department of Justice - To enforce the law and defend the interests of the United States according to the law; to ensure public safety against threats foreign and domestic; to provide federal leadership in preventing and controlling crime; to seek just punishment for those guilty of unlawful behavior; and to ensure fair and impartial administration of justice for all Americans.

    U.S. Department of Transportation – Federal Highway Administration - The key mission of the Federal Highway Administration's (FHWA's) Office of Safety is to make roadways safer. Together with our customers, stakeholders, partners, and other Department of Transportation (DOT) agencies, the Office of Safety works to reduce the number of crashes on U.S. roadways, and the severity of crash impacts.

    American Council for Drug Education - The American Council for Drug Education is a substance abuse prevention and education agency that develops programs and materials based on the most current scientific research on drug use and its impact on society.

    National Association of Addiction Treatment Providers - For more than twenty-five years since its founding in 1978, the National Association of Addiction Treatment Providers (NAATP), which represents nearly 275 not-for-profit and for-profit providers (free standing and hospital based programs, which offer a full continuum of care from outpatient, partial hospitalization and inpatient rehabilitation regimes), has acted as the voice of private alcoholism and drug dependency treatment programs throughout the U.S. That voice has been heard time and time again – in Congress, in the insurance industry, in the utilization review arena and in the chemical dependency treatment field itself.

    National Association on Alcohol, Drugs and Disability - The National Association on Alcohol, Drugs and Disability Inc., (NAADD) promotes awareness and education about substance abuse among people with co-existing disabilities. The mission of NAADD is to create public awareness of issues related to alcoholism, drug addiction, and substance abuse faced by persons with other co-existing disabilities, and to provide a peer approach to enhance access to services, information, education and prevention through the collaborative efforts of interested individuals and organizations nationwide.

    National Association on Drug Abuse Problems - NADAP’s mission is to be the premier organization that provides comprehensive workforce development services to meet the ever-changing needs of individuals, business and government.

    National Commission Against Drunk Driving - The mission of the National Commission Against Drunk Driving is to serve as the premier national, independent and unifying force among public and private sectors in order to advance effective solutions to the drunk driving problem.

    National Criminal Justice Reference Service - NCJRS is a federally funded resource offering justice and substance abuse information to support research, policy, and program development worldwide.

    National Highway Traffic Safety Administration - The National Highway Traffic Safety Administration (NHTSA), under the U.S. Department of Transportation, was established by the Highway Safety Act of 1970, as the successor to the National Highway Safety Bureau, to carry out safety programs under the National Traffic and Motor Vehicle Safety Act of 1966 and the Highway Safety Act of 1966. The Vehicle Safety Act has subsequently been recodified under Title 49 of the U. S. Code in Chapter 301, Motor Vehicle Safety.     National Indian Child Welfare Association - The National Indian Child Welfare Association (NICWA) is the most comprehensive source of information on American Indian child welfare and works on behalf of Indian children and families. NICWA provides public policy, research, and advocacy; information and training on Indian child welfare; and community development services to a broad national audience including tribal governments and programs, state child welfare agencies, and other organizations, agencies, and professionals interested in the field of Indian child welfare.

    National Indian Health Board - The NIHB, a non-profit organization, conducts research, policy analysis, program assessment and development, national and regional meeting planning, training and technical assistance programs, and project management. These services are provided to tribes, Area Health Boards, tribal organizations, federal agencies, and private foundations.

    National Institute on Drug Abuse - NIDA's mission is to lead the Nation in bringing the power of science to bear on drug abuse and addiction Recent scientific advances have revolutionized our understanding of drug abuse and addiction. The majority of these advances, which have dramatic implications for how to best prevent and treat addiction, have been supported by the National Institute on Drug Abuse (NIDA). NIDA supports over 85 percent of the world's research on the health aspects of drug abuse and addiction. NIDA supported science addresses the most fundamental and essential questions about drug abuse, ranging from the molecule to managed care, and from DNA to community outreach research.

    National Intervention Referral - National Intervention Referrals provides quality intervention services for families and individuals who are struggling with addiction, alcoholism and other forms of crisis. Our intervention services include adult, executive and teen interventions, as well as transport services and crisis interventions.

    National Liquor Law Enforcement Association - The National Liquor Law Enforcement Association (NLLEA) is a non-profit association of law enforcement personnel dedicated to the enforcement of liquor laws and regulations. The NLLEA has a membership structure that is open to all levels of persons involved in enforcing liquor laws in the United States and Canada.

    National Tribal Resource Center - The National Tribal Justice Resource Center is the largest and most comprehensive site dedicated to tribal justice systems, personnel and tribal law. The Resource Center is the central national clearinghouse of information for Native American and Alaska Native tribal courts, providing both technical assisstance and resources for the development and enhancement of tribal justice system personnel. Programs and services developed by the Resource Center are offered to all tribal justice system personnel -- whether working with formalized tribal courts or with tradition-based tribal dispute resolution forums.

    National Youth Anti-Drug Media Campaign - With overwhelming bipartisan Congressional support, in 1998, the White House Office of National Drug Control Policy (ONDCP) launched an historic initiative to encourage kids to stay drug-free. The Campaign targets youth ages 9-18-especially the vulnerable middle-school adolescents-their parents, and other adults who influence the choices young people make.

    The National Center on Addiction and Substance Abuse at Columbia University - The National Center on Addiction and Substance Abuse (CASA) at Columbia University is the only national organization, which brings together under one roof all the professional disciplines needed to study and combat abuse of all substances -- alcohol, nicotine, illegal drugs, prescription drugs, performance enhancing drugs -- in all sectors of society.

    Adolescent Substance Abuse Knowledge Base - Parents who are informed are parents who can best cope with the pressures and influences their children face when it comes to alcohol and drug use.     AAA Foundation for Traffic Safety - The AAA Foundation for Traffic Safety is dedicated to saving lives and reducing injuries on the roads. It is a not-for-profit, publicly-supported charitable educational and research organization. Since 1947, the Foundation has funded over 135 research projects designed to discover the causes of traffic crashes, prevent them, and minimize injuries when they do occur. We have used this research to develop dozens of focused, high-impact educational materials for drivers, pedestrians, bicyclists and other road users.

    Al-anon/Alateen - For over 50 years, Al-Anon (which includes Alateen for younger members) has been offering hope and help to families and friends of alcoholics. It is estimated that each alcoholic affects the lives of at least four other people... alcoholism is truly a family disease.     Community Anti-Drug Coalition - CADCA's mission is to build and strengthen the capacity of community coalitions to create safe, healthy and drug-free communities. The organization supports its members with technical assistance and training, public policy, media strategies and marketing programs, conferences and special events.

    Drug Strategies - A nonprofit research institute that promotes more effective approaches to the nation's drug problems and supports private and public efforts to reduce the demand for drugs through prevention, education, treatment, law enforcement, and community initiatives.

    Educating Voices - Educating Voices, Inc. (EVI) is a national organization founded to help people avoid the dangers of drugs through education, research, technical assistance, networking and Pray for the Children Drug-Free and Safe.

    Reclaiming Futures - Reclaiming Futures is a new approach to helping teenagers caught in the cycle of drugs, alcohol and crime. A five-year, $21 Million initiative of The Robert Wood Johnson Foundation, Reclaiming Futures promotes new opportunities and standards of care in juvenile justice by bringing communities together to improve drug and alcohol treatment, expand and coordinate services, and find jobs and volunteer work for young people in trouble with the law.

    Students Against Destructive Decisions (SADD) - Students have told us that positive peer pressure, role models and other strategies can help them say "No" to more than drinking and driving. And that is why SADD has become a peer leadership organization dedicated to preventing destructive decisions, particularly underage drinking, other drug use, impaired driving, teen violence and teen depression and suicide.

    Prevention


    Inhalant Prevention Resource - The deliberate inhalation of fumes, vapors, and gases poses a serious threat to the health and safety of children. Researchers have documented inhalant abuse problems for more than a century, although the general public is not aware of the extent of the problem.

    Youth Substance Abuse Prevention - Mosaic is an occasional journal produced and published 2-3 times a year by EDC. Each issue examines a key education or public health topic through profiles of selected EDC projects. The contents of the current issue and past issues are available online in two formats

    Youth Substance Abuse Prevention Programs Archive (YSAPPA) - The Youth Substance Abuse Prevention Program Archive (YSAPPA) was created by Sociometrics under the sponsorship of the National Institute of Drug Abuse with the goal of identifying, disseminating and replicating empirically-supported Substance Abuse Prevention Programs aimed at youth. Programs in the archive were selected by a national advisory panel of leading scientists in the field of substance abuse prevention.     Treatment


    Center for Substance Abuse Treatment - According to the National Institute for Substance Abuse, the number of Americans battling some form of Chemical Dependency is on the RISE. This is due in large part to the upsurge of opiates-based painkiller usage amongst baby boomers and the elderly. Americans in this demographic are at risk of becoming addicted on opiates by taking prescription medication for chronic forms of pain associated with growing older.

    Drug Rehab Information - Individuals progress through drug addiction treatment at various speeds, so there is no predetermined length of treatment. However, research has shown unequivocally that good outcomes are contingent on adequate lengths of treatment. Generally, for residential or outpatient treatment, participation for less than 90 days is of limited or no effectiveness, and treatments lasting significantly longer often are indicated. For methadone maintenance, 12 months of treatment is the minimum, and some opiate-addicted individuals will continue to benefit from methadone maintenance treatment over a period of years.

    Holistic Addiction Treatment Center - The Holistic Addiction Treatment Drug Rehab Center offers a unique approach to addiction recovery at an affordable price.     State - Alaska


    Alaska Alcoholic Beverage Control Board - The Alcoholic Beverage Control Board is established as a regulatory and quasi-judicial agency for control of the manufacture, barter, possession, and sale of alcoholic beverages in the state. Alaska is a "license" state with issuance of licenses by the board to private business.

    Alaska Department of Transportation and Public Facilities - Our mission is to provide for the movement of people and goods and the delivery of State services.

    Alcohol Safety Action Program - The Alaska Alcohol Safety Action Program (ASAP) provides substance abuse screening, case management and accountability for DWI and other alcohol/drug related misdemeanor cases. This involves screening cases referred from the district court into drinker classification categories, as well as thoroughly monitoring cases throughout education and/or treatment requirements.

    Department of Health and Social Services - In partnership with the public, the Advisory Board on Alcoholism and Drug Abuse plans and advocates for policies, programs and services that help Alaskans achieve healthy and productive lives, free from the devastating effects of the abuse of alcohol and other substances.

    State - Arizona


    Arizona Department of Liquor Licenses and Control - To protect the health, safety and welfare of Arizona citizens by licensing the liquor industry and assuring compliance with state liquor laws through enforcement, training and adjudication.

    Arizona Department of Public Safety - To protect human life and property by enforcing state laws, deterring criminal activity, assuring highway and public safety, and providing vital scientific, technical, and operational support to other criminal justice agencies.

    Bureau of Substance Abuse Treatment and Prevention Services - The Bureau of Substance Abuse Treatment and Prevention Services is responsible for the design, development and provision of technical assistance on substance abuse and general mental health services to the Regional Behavioral Health Authorities (RBHAs) and provider community.

    Governor’s Office for Children, Youth and Families - The Governor’s Office for Children, Youth and Families (GOCYF) serves the mission of the Governor by fostering and enhancing collaborative relationships across state systems and communities in an effort to ensure the well being of Arizona’s children and families.     State - California


    California Alcohol and Drug Programs - Californians understand that alcoholism and drug addiction are chronic conditions that can be successfully prevented and treated.

    California Department of Alcoholic Beverage Control - The mission of the Department of Alcoholic Beverage Control is to administer the provisions of the Alcoholic Beverage Control Act in a manner that fosters and protects the health, safety, welfare, and economic well being of the people of the State.

    California Office of Traffic Safety - The California Office of Traffic Safety’s mission is to obtain and effectively administer traffic safety grant funds to reduce deaths, injuries and economic losses resulting from traffic related collisions.

    Traffic Safety Center - To reduce traffic fatalities and injuries through multi-disciplinary collaboration in education, research, and outreach.

    Vallejo Fighting Back Partnership - Vallejo's Fighting Back Partnership is a multicultural collaboration working to reduce the demand for alcohol, other drugs and their consequences in our community. Our goal is to develop a comprehensive continuum of care through public awareness and education, prevention, intervention, treatment, and after-care.



    State - Colorado


    Alcohol and Tobacco Tax and Trade Bureau - To administer and enforce the Colorado's alcohol beverage and tobacco laws in a consistent and common sense manner. To serve and protect the Colorado public and to foster a clean, healthy, three-tier industry within the state for the manufacture, distribution and sale of alcohol beverages.

    Colorado Division of Alcohol/Tobacco Enforcement - To administer and enforce the Colorado's alcohol beverage and tobacco laws in a consistent and common sense manner. To serve and protect the Colorado public and to foster a clean, healthy, three-tier industry within the state for the manufacture, distribution and sale of alcohol beverages.



    State - Idaho


    Alcohol Beverage Control Division - Ensuring all establishments selling or producing alcoholic beverages, including liquor, beer, and wine are properly licensed and conform to the law.

    Department of Health and Welfare - The Department partners with Regional Substance Abuse Authorities to assess regional needs and assets for substance abuse prevention and treatment services. The partnership sets local service priorities, allocates available resources and evaluates the effectiveness of programs.

    Idaho Alcoholic Beverage Control - Protecting the lives, property and constitutional rights of people in Idaho since 1919.

    Idaho RADAR Network - The Idaho RADAR Network Center provides free alcohol, tobacco, and other drug information to Idaho residents. The Center, a Boise State University program, is administered by the Health Science Studies Program, in conjunction with the Department of Community and Environmental Health within the College of Health Sciences. Monies from federal substance abuse prevention and treatment block grant funds are procured through the Idaho Department of Health and Welfare, Division of Family and Community Services, Substance Abuse Program..

    Indiana Criminal Justice Institute - To reduce death, injury, property damage and economic cost associated with traffic crashes on Indiana's roadways.

    Indiana Prevention Resource Center - The IPRC serves Indiana's prevention professionals. Our services include prevention technical consulting, PREV-STAT™ community analysis, library references, survey design and implementation, data collection and reporting, program planning and proposal writing assistance, drug prevention education and training and program administration.



    State - Iowa


    Iowa Department of Public Safety - Provide public safety and criminal justice services that allow people in Iowa to enjoy a high quality of life in safe communities and that facilitate economic growth."

    Iowa Department of Substance Abuse - The Iowa Department of Substance abuse was created on January 1, 1978, through a merger of the Division of Alcoholism (Department of Public Health) and the Iowa Drug Abuse Authority. The 66th General Assembly first mandated this merger in 1976. The department became a division of the new Iowa Department of Public Health on July 1, 1986, as a result of state government reorganization.

    Iowa Practice Improvement Collaborative - The Iowa Practice Improvement Collaborative is one of fourteen centers nationwide devoted to bridging the gap between research and practice in the field of substance abuse. The Iowa PIC is a partnership of substance abuse providers, researchers, policy makers, and consumers.

    Iowa Substance Abuse Program Directors' Association - The Iowa Substance Abuse Program Directors' Association (ISAPDA) is a non-profit professional membership organization for directors and managers of Iowa's substance abuse prevention and treatment programs. We have 40 members representing prevention and treatment programs from all across Iowa that contract with the state to provide prevention and treatment services using state and federal funding. Approximately 80% of clients seeking service through the state funding system are served by ISAPDA members.

    IState of Iowa Alcoholic Beverages Division - The Iowa Alcoholic Beverages Division is responsible for the regulation and control of alcohol in the State of Iowa. Iowa is one of nineteen control states that, since the repeal of prohibition, directly control the sale and distribution of alcoholic beverages. In addition, the Division is responsible for the enforcement of state and federal laws and regulations regarding the sale and use of alcohol and tobacco products.     Substance Abuse Treatment Unit of Central Iowa - SATUCI, the Substance Abuse Treatment Unit of Central Iowa, is the state-funded, community-based agency which has provided substance abuse treatment and prevention services to the people of Marshall, Tama, Poweshiek, and Hardin counties in Iowa since 1980. SATUCI is licensed by the Iowa Department of Public Health, Division of Health Promotion, Prevention, and Addictive Behaviors. Our counselors are certified by the Iowa Board of Substance Abuse Certification (IBSAC).

    The Iowa Board of Substance Abuse Certification - The Iowa Board of Substance Abuse Certification is a certifying body representative of individuals and organizations dedicated to the provision of quality service and the enhancement of health in Iowa. The certification process responds to the needs of the addiction fields by promoting and developing the professionalism, competency and integrity of treatment and prevention professionals.



    State - Kansas


    Kansas Department of Revenue - Underage Liquor Enforcement Training and Enforcement - Overview of the Divisions in the Department of Revenue.     State - Maine


    Adult Drug Courts and the Drug Court System - The mission of the Adult Drug Treatment Court is to hold criminal offenders accountable, to stop criminal activity related to the abuse of alcohol and drugs, and to increase the likelihood of successful rehabilitation of offenders through early, continuous, and intensive judicially supervised substance abuse treatment and other appropriate rehabilitation services that will allow participants to become more integrated in the community as productive and responsible members of society.

    Drug Threat Assessment Update - In Maine the drug threat posed by diverted pharmaceuticals, primarily OxyContin and Dilaudid, rivals that posed by heroin. In addition, federal, state, and local law enforcement officials report that methadone diversion and abuse have increased significantly. Some methadone abusers combine the drug with powdered cocaine. Other pharmaceuticals frequently abused in Maine include Percocet, Ritalin, Vicodin, and Xanax.

    Juvenile Drug Treatment Court - A collaborative effort among the Maine District Court, the Maine Department of Health and Human Services/Office of Substance Abuse, and the Maine Department of Corrections/Juvenile Services.

    Liquor Licensing and Compliance - The responsibility of this division is to license the manufacture, importation, storage, transportation and sale of all liquor and administer those laws relating to licensing and the collection of taxes on malt liquor and wine. The division can adopt rules consistent with Title 28A and other laws of the State for the administration, clarification, execution and enforcement of all laws concerning liquor and to prevent violations of those laws. We review applications for liquor licenses and are responsible for issuing and renewing liquor licenses. Division representatives inspect licensed establishments for compliance prior to the issuance of a license.

    Theoretical Concepts in the Resocialization of Substance Abusing Criminal Offenders - In the Spring of last year (2000) I was invited to join a team of professionals from the Maine State Department of Corrections and from the Maine State Office of Substance Abuse.
